It’s not clear when the Torah was divided into parshiot. It seems that these divisions predate the Mishnah.
The names of the parshiot are usually based on the first significant word in the section.
The division of the Torah into chapters was done about 800 years ago by non-Jewish scholars. The chapters have no significance in Jewish law or interpretation of the Torah. Jews continue to use them until today merely as a matter of convenience.
